Two applications for reefs in Santa Rosa Sound (north of entrance to Ft. Pickens) and one in the Gulf of Mexico south of Park East (Santa Rosa Island) were received on 9/8 and a cursory review was completed and the county was notified that additional information from the county will be required before they can be placed on public notice. A more detailed request for information will be forwarded to the county in the next 10-14 days. The Corps will address the two applications in Santa Rosa Sound as one application evaluated by Steve Andrews in my office. File numbers will be provided tomorrow by separate email.
Two nearshore reefs (file #200704277) in the Gulf of Mexico on either side of Pensacola Pass were the subject of a request for information from the county last April and information was received by the Corps this past Friday to initiate consultation with the National Marine Fisheries service. I've been out of town since Monday morning and am in meetings tomorrow. I expect to review the information provided by the County early next week and if the information is sufficient to initiate consultation that too will be accomplished in the next 10-14 days. The application for this project was received in July 07 and additonal information requested in early September 07. Additional information was received in October 07 and the project placed on public notice in Dec 07. The public notice comment period was extended at the request of commenting state and federal agencies. Adverse comments were received and forwarded to the county w/recommendations in April 07. I will remain the project manager for this application and the status is pending evaluation. If the Corps is provided the information requested in April the review could be completed in 135-150 days consider timeframes for consultation with NMFS. Escambia County can provide you status updates.
At present the Corps has no general permit for artificial reefs though one did exist in the past it was not extended due to concerns from state and federal resource agencies.

| Let me get this straight July 07: Permit Applications Submitted to the Army Corp of Engineers (ACOE.) Sep 07: ACOE request additional information (RAI.) Oct 07: County answers RAI Dec 07: Public Notice April 08: Adverse Comments/ 2nd ACOE RAI (the email says April 07, but since the project wasn't submitted until July 07 I assume this is a typo.) Sep 08: County Answers 2nd RAI So a FDEP state permit for these reefs takes 30 days, and an ACOE Federal Permit takes 1.5 years and counting.       And what takes the County 6 months to answer a RAI? Do they need help. I bet I know some people that will volunteer some time!!!!!!!
