I've been wade fishing in Escambia Bay.  Today I caught a dozen catfish, five specs, and a lady fish.  I saw baby redfish so I know they are out there.

What do I use to get these guys to bite? 

I've been using a cork w/ natural color Gulp! shrimp.  I tried numerous spoons, lures, and frozen shrimp but got no bites (except catfish from frozen shrimp.)

generally escambia is the only place we fish

for the reds try using a white or chart jig, tipped with either shrimp or cutbait

if your wading along side the reeds for them, the best thing is just a split shot, hook, and any kind of baitfish dead or alive thrown along side the reeds and worked back very slowly
