       trying to mount a motor on the boat but before I do I was going to make sure it was good and decided to turn the motor by hand and check it out,  put in neutral and tried to turn the motor from the top and it will not turn like it is stuck in gear but it shows it is in N any thoughts?

Even if it is in gear your should be able to turn it by hand with the plugs out. Put a socket on the flywheel nut and try to turn it. If it doesn't turn then, you have a problem.
