First, I have a onboard charger (2 bank 10 amp per bank) and 1 of the banks is putting out 32.89 vdc all the time and the other bank is putting out 14.4. These numbers are the same with the batteries hooked and unhooked. What would cause this and is there anything I can do? The charger is a couple years old and has never given me any problems till now.

Second, what are the fans called that people use in place of a trolliing motor on skiffs and does anyone know of a site to find them?

The regulator in one side of the charger is bad. Replace the charger or see if the manufacturer may replace or prorate it depending on how long thier warranty is. As far as the "fans", are you talking about the trim tabs with trolling motor heads on them that are  on the back of the boats? Not sure what you're talking about.

As far as the fans go I have never heard them called anything other than a fan motor.  I think that they are pretty much all they use in Texas.  Most are twin cylinder 25-30 HP motors.  I know alot of the bowfisherman use them also.  Are you thinking about putting one one your Pontoon?

Most battery chargers have a 3yr warranty. The good one's anyway.

As said the regulator is not regulating.

I've always heard them referred to as a "Air Motor".
